Deputy Assistant Secretary of the Navy (Acquisition and Logistics Management) Senior Consultant
Position Description:
RGS seeks a Senior Consultant or Consultant with five or more years of experience for an on-site position in support of the Secretary of the Navy. The successful candidate will augment current Pentagon staff and provide direct support to the Director of Logistics, Deputy Assistant Secretary of the Navy (DASN) Acquisition and Logistics Management (A&LM). The candidate’s primary responsibilities are to support the client’s oversight and direction of logistics/maintenance management policy. The candidate will work directly with O6/YA3 (formerly GS-15) team members to develop, implement, and assess acquisition logistics and maintenance initiatives that significantly impact the way the Department of Navy (DON) supports and sustains major acquisition systems. Requirements include the following:
- Achieve DoD and DON logistics/maintenance sustainment requirements by developing and implementing policy and guidance, supporting USN and USMC Program Executive Offices (PEO) and program offices, Hardware System Commands; and representing DASN clients at meetings, monitoring progress and providing feedback for improvement.
- Provide logistics/maintenance policy analysis and evaluation by advising policy changes and change coordination; reviewing metrics, analysis, and assessment; reviewing overall acquisition system; reviewing acquisition initiatives and Major Defense Acquisition Programs (MDAP) within DON in support of Probability of Program Success (PoPS).
- Provide support for staff action items from the Office of the Assistant Secretary of the Navy (OASN) Research Development and Acquisition (RD&A), as well as Congressional, DoD Inspector General (IG), Government Accountability Office (GAO) and Naval Audit Service (NAS) inquiries and reports when required.
- Provide DON Integrated Logistics Support by participating in Independent Logistics Assessments (ILA); PoPS implementation, and other technical studies related to support of DoD weapons systems, assess technical risks to DON weapons systems and provide recommendations for ways to mitigate unacceptable risks. Provide technical support to include material reliability, material availability, mean downtime and total ownership cost; and participate in development of or revision to Navy-wide guides/tools to assist the Navy acquisition process.
- Assist in the development and implementation of the Item Unique Identification (IUID), Serialized Item Management (SIM) and Naval Logistics Integration (NLI) initiatives, processes and procedures.
- Administer the DON projects funded by the OUSD(AT&L) Reduction in Total Ownership Costs (R-TOC) program. Track obligations and expenditures of R-TOC funding, over multiple fiscal years, track program office submission of semi-annual project progress reports. Develop data calls for new project proposals in future years, evaluate proposals and make final recommendations for approval of future projects.
- Administer the submission of annual Value Engineer metrics reports, and the data call for Annual Value Engineering awards. Manage the submission of award nominations, review nominations and make final recommendations for award submission to OUSD(AT&L). Serve on OSD awards board. Manage the DON part of the awards ceremony including script, invitations, plaque lists, and certificates lists.
The associate will report directly to the client’s Project Manager. Candidate will be expected to participate actively in customer service and consulting efforts. Candidate will be expected to maintain a high customer service focus with attention to detailed quality, accuracy, and on time delivery. Must have strong written and verbal communication skills, proven quantitative ability, problem solving skills and creativity, and be highly motivated to excel.
Location: The work location is in the metropolitan D.C. area (Pentagon) with occasional work from the RGS corporate offices in Crystal City (Arlington). There is a potential for occasional local travel and distant trips outside of the D.C. metro area.
Minimum Qualifications:
- 5+ years consulting experience
- Program Management and logistics/maintenance management experience
- Working knowledge of DoD Program office logistics and maintenance policies and procedures
- Briefing and presentation preparation experience
- Strong communication skills, ability to multi-task, written and teamwork skills
- High degree of customer service awareness
- Proficient with Microsoft Office products (Excel, Work, Power Point, Access, Project and Outlook)
- DoD Secret security clearance
- U.S. citizen
- Educational Requirements: BS/BA
- DAWIA certification or equivalent experience in Program or Logistics Management is a strong plus
- Experience with the PPBE process a plus
- DoD military (Navy or USMC experience a plus)
- Knowledge of Marine Corps systems a plus
